Sisi and MBS unite? Egypt pledges military support for Saudi Arabia against Houthis

Cairo has promised assistance as Riyadh seeks help following deadly attacks on airports and oil facilities

Egypt has declared its readiness to provide Saudi Arabia with all necessary support to defend against intensifying attacks by Yemen’s Iran-aligned Houthi rebels, potentially drawing one of the Arab world’s largest militaries deeper into the escalating conflict.

On Sunday, Egypt’s National Defence Council, chaired by President Abdel Fattah al-Sisi, stated that Cairo would offer “all necessary and possible forms of support” to help the kingdom protect its security, stability, resources, territorial integrity, and Islamic holy sites. The announcement followed a meeting attended by the parliamentary speaker, the prime minister, and the army chief.

The pledge came a day after Sisi told a military academy graduation ceremony that it was “inconceivable” for Egypt to stand by while Saudi Arabia’s security or stability was threatened. He said Egypt would act in line with guidance from Saudi King Salman and Crown Prince Mohammed bin Salman, who visited Cairo in mid-September after fighting in Yemen reignited. Sisi stressed that any involvement would be purely defensive: “I’m not talking about fighting anyone or attacking anyone. We are speaking only about defence.”

Sisi requested an urgent parliamentary session to authorize the deployment of forces or equipment if Riyadh formally asks for help. Egypt’s constitution requires a two-thirds majority in parliament to send troops abroad or declare war. Lawmakers began discussions on Sunday, with deliberations expected to continue into Monday.

Egypt and Saudi Arabia are close strategic and economic partners. Cairo has long described the security of Saudi Arabia and the Gulf states as integral to its own national security.

The Houthis have already warned Cairo against involvement. Broader regional tensions, including the wider conflict involving Iran, have raised concerns that Egyptian participation could expand the fighting and expose Egypt to retaliatory strikes.

Egyptian officials also said they would intensify diplomatic efforts alongside the military pledge to de-escalate tensions across the region. As of October 19, no formal Saudi request for Egyptian forces had been publicly confirmed, and the precise form of any support remains under discussion.

Potential impact of Egyptian assistance

Analysts expect any Egyptian intervention to remain strictly defensive and focused on protecting Saudi territory rather than deploying ground troops as an attacking force into Yemen. Likely forms of support include reinforcing air and missile defence systems around critical infrastructure, countering drones and ballistic missiles, providing naval escorts, and sharing intelligence.

Security and military effects: Egyptian involvement could help Saudi Arabia better intercept incoming drones and missiles that have repeatedly struck airports and energy sites. As a regional military power with significant capabilities, Cairo’s participation might deter further Houthi strikes or raise the cost of continued attacks. However, it also carries risks—Egypt itself could become a target for Houthi retaliation, potentially expanding the conflict. The Houthis have already issued warnings against Egyptian involvement

Economic stakes: The conflict directly threatens Egypt’s interests. Houthi pressure on the Bab el-Mandeb Strait has disrupted Red Sea shipping, costing the Suez Canal an estimated $11 billion in lost revenue since attacks intensified in 2023. Protecting Saudi oil facilities and maritime routes would help safeguard global energy supplies and Egypt’s critical foreign-currency earnings. Millions of Egyptians live and work in Saudi Arabia (a major source of remittances), and past strikes have already killed Egyptian nationals.

Regional and political consequences: The pledge signals closer strategic alignment between Cairo and Riyadh and could mark a notable escalation in the wider regional tensions linked to Iran and its allies. It may strengthen collective Arab deterrence but risks drawing Egypt deeper into a protracted conflict. Egyptian officials have emphasized parallel diplomatic efforts to de-escalate tensions across the region

Egypt and Saudi Arabia are long-standing strategic and economic partners, with Cairo viewing Gulf security as integral to its own. As of October 19, no formal public request from Riyadh for Egyptian forces had been confirmed, and the precise scope of any support remains subject to parliamentary authorization and ongoing discussions.
